I've actually never had an issue with objects that I have installed as .package files that others have installed as .sims3pack files appearing in my game. I have a tendency to use .package and compress them with s3pe for my poor chuggy little computer's sake. The only time that becomes an issue is Store content. Store content that people use WILL be replaced by random objects unless you have that specific object, but that's because the store content .package files have a different tag type, I think, which is the reason Pes created a converter program for those who...well, we know what they do lol.

3rd party CC though, as long as you have the .package file to their .sims3pack, it SHOULD appear for you because the .package number that's living inside that .sims3pack waiting to get added to your whole ball of wax installer file conglomerate if you do .sims3packs SHOULD be identical to the .package file you insert into your mods folder.
